We buy houses in Dunedin — as-is, for cash.

An old code case, a lien you’d like reduced, or a house below flood level that a big repair would push into the 50% review: here’s how Dunedin handles each, and how a sale works.

The short answer

Yes. We buy Dunedin houses as-is, for cash. Two City processes shape most sales here: Code Compliance, which seeks voluntary compliance first and can take a case to the Dunedin Code Enforcement Board, and the City’s 50% flood review, which applies only in a flood zone, when the lowest floor or its equipment sits below today’s base flood elevation. You don’t have to finish either one before you sell.

Dunedin this week: what the public records show

We read the county calendars and court filings every week, and the cities’ own code reports, for our Tampa Bay housing data. For Dunedin sellers, the latest:

Code cases and liens in Dunedin

The City’s Code Compliance Division (formerly Code Enforcement) enforces the City code, the Florida Building Code and the International Property Maintenance Code. Its stated goal is voluntary compliance; if an owner doesn’t comply, inspectors can issue civil citations or bring the case before the Dunedin Code Enforcement Board.

When you sell to us, recorded code liens are paid or released at closing through the title company, and we take on any open case as the new owner.

What Dunedin’s own code records show

Dunedin’s records we received under Florida’s public records law (as of October 13, 2026) cover Code Enforcement Board agendas and orders and demolition permits: 35 board agenda items, 6 board orders and 46 demolition permits, on 64 properties.

Counts only, no addresses. Method and the other cities: Tampa Bay code enforcement liens by the numbers.

Dunedin’s 50% flood review, step by step

Dunedin reviews repairs and improvements on buildings in a special flood hazard area (zones A, AE and VE). From the City’s review package:

  1. Elevation first. You provide an elevation certificate or survey. If the lowest floor and the electrical, plumbing and mechanical equipment are at or above today’s base flood elevation, the 50% rule doesn’t apply.
  2. Market value. If it does apply, the City uses the tax-assessed value of the structure, without the land; you can submit a state-licensed appraiser’s report instead.
  3. The line. Substantial damage means restoring the building would cost 50% or more of the structure’s pre-damage market value. A contractor’s complete, signed estimate is required.
  4. Over the line. The building must be elevated 1 foot above the base flood elevation or to the design flood elevation, whichever is higher, with equipment and bathrooms raised too.

The 2025 package also describes a five-year cumulative period for improvements. Florida law since 2025 (s. 163.31795) bars local governments in the National Flood Insurance Program from adopting or enforcing a cumulative substantial-improvement period, so ask the City’s Community Development Department (727-298-3210) how it counts earlier projects today. A sale to us doesn’t require any of this work.

County offices that still matter

Dunedin is one of Pinellas County’s 24 cities, so the County Tax Collector and the Clerk run the back-tax timeline here as everywhere in the county: taxes unpaid on April 1 are delinquent, a tax certificate is sold by June 1, and about two years later the certificate holder can apply for a tax deed. More: behind on property taxes in Pinellas and selling anywhere in Pinellas County.

Selling a Dunedin house to us

AL buys Dunedin houses directly, for his company’s own account, from the office at 433 Central Ave in St. Petersburg. Code liens, back taxes and flood-review issues we find go into the written offer, and a licensed Florida title company settles them at closing. Closing typically takes 7–21 days once the title is clear, or later on a date you choose. We are not real estate agents or attorneys; this is general information, not legal advice. If a foreclosure has been filed, see a Florida attorney first.

Questions we hear a lot

Does Dunedin’s 50% rule apply to every house?

No. Under the City’s review process it applies to buildings in a special flood hazard area whose lowest floor or equipment sits below the current base flood elevation. If they’re at or above it, the rule doesn’t apply.

Can Dunedin reduce a code lien?

The City takes applications for the reduction or waiver of code compliance liens; the application form is on its Code Compliance page. Lien searches go through Code Compliance at 727-298-3198.

How does Dunedin value a house for the 50% rule?

It uses the tax-assessed value of the structure, excluding the land. An owner who disagrees can submit a certified appraisal from a state-licensed appraiser.

Do you buy houses in Dunedin as-is?

Yes, for cash and for our own account, with code liens and back taxes paid at closing through a licensed Florida title company.

Are you a real estate agent?

No. HomeSellerCashOffer is not a real estate agent or broker. We buy houses directly, for our own account, as Tampete Homes LLC, and close through a licensed Florida title company.
