Clearwater · Code Cases · Code Liens
Who handles code cases inside Clearwater city limits, how to pull the City’s lien report, and what the City’s own numbers say about code liens.
The short answer
Yes. A code case or a recorded code lien doesn’t stop the sale of a Clearwater house. The City’s lien report — ordered online for $30 — lists code enforcement liens together with permit, utility and other City charges. The title company orders it, and the liens are paid or released from the proceeds at closing.

Inside city limits, code cases are handled by the Code Compliance Division of the City’s Planning & Development Department. Cases that need a hearing go to the Municipal Code Enforcement Board, which meets on the fourth Wednesday of the month at 1:30 p.m. in the Council Chambers of the Main Library, 100 N. Osceola Ave. The board’s office number is 727-562-4270, and its minutes are kept in the City Clerk’s official records.
In unincorporated Pinellas, Pinellas County Code Enforcement handles code cases; inside another city, that city’s own code office does. Not sure which side of the line a house is on? The City’s website has a “Do I Live in Clearwater City Limits?” lookup.
Clearwater publishes its claims against real property through Conduits™, a system run by Net Assets Corporation. One report lists Planning fees, permit fees, business license fees, utilities, code enforcement liens and legal lien and release fees.
Because utility balances and permit fees sit on the same report, it’s a good first look even when you think the only problem is a code case.
Florida’s code enforcement law lets a board fine an owner for each day a violation continues past its deadline and record the order as a lien (Florida Statutes §162.09). The same statute lets the board reduce a fine it imposed. The City pages we read don’t spell out Clearwater’s reduction procedure, so ask the Code Compliance Division or the board office (727-562-4270) how to request one and what it requires.
From the City’s lien report as of October 12, 2026, requested under Florida’s public records law:
The same file listed 3,600 code cases and 231 unsafe-structure cases opened since January 2025. A handful of very large balances drive the total, which is why the median is the better guide to a typical property. Full tables and the CSV: Tampa Bay code enforcement liens by the numbers.
We buy Clearwater houses as-is, for our own account, from AL’s office at 433 Central Ave in downtown St. Petersburg. The lien payoffs we know about are shown in the offer math, and a licensed Florida title company settles them at closing. Closing is typically 7–21 days once the title work is clear, or on the date you pick. We’re not real estate agents and not attorneys, and this page is general information, not legal advice. If any foreclosure has been filed on the property, or the fines are disputed, talk to a Florida attorney first.
Yes. Recorded code liens show up in the title search and are paid or released from the sale proceeds at closing. A buyer purchasing as-is can take over the repair after closing.
